Using Data to Support Better Place-Based Decisions: Mime talks with Future of London

Mime recently joined Future of London’s From Data to Decisions workshop, alongside colleagues from London boroughs, housing associations, planning and regeneration.  Our presentation focused on a familiar challenge for many public sector organisations: there is a huge amount of useful data available, but it is often held across different systems, published in inconsistent formats or reported at different geographical levels.  We discussed how bringing this information together can help teams build a clearer picture of local needs and use evidence to inform planning and decision-making. The aim is not to replace professional judgement or local knowledge, but to give teams a stronger and more consistent evidence base.  We looked at public data…

Using the latest EHCP data to understand your local picture

The Department for Education's latest Education, Health and Care Plan (EHCP) statistics provide useful national context, however, their real value lies in what they reveal about your area. How does your authority compare with similar places? What are the implications for your reform plans? The answers should shape where you focus next. The publication also comes at a key point for local authorities. With SEND Reform Plans now submitted, the priority is establishing a robust baseline against which to assess whether those plans are delivering the intended improvements. What the latest figures show The national headlines are familiar. The EHCP…

What we’re learning from the first wave of DfE feedback on local SEND reform plans

Four strategic themes and three practical improvements emerging from the feedback local authorities are receiving on the data modelling in their draft plans.  As part of our work supporting 20 local authorities with their SEND local reform plans, we have been reviewing DfE feedback and helping authorities respond. While every area has a local flavour, several common themes are emerging. The feedback is less about changing strategic direction and more about strengthening the evidence, assumptions and analysis that supports the delivery plan.  The plans submitted across the country represent a significant amount of work. They have been developed against a backdrop of rising need, financial pressure, evolving policy expectations and tight timeframes. The themes emerging from feedback provide a useful indication of where authorities may want…

10 Things We Learnt at the SEND Reform Starts Here Webinar

This week, we hosted SEND Reform Starts Here: Crafting a Strong Local Plan Reform Plan in partnership with 31ten Consulting, with insights from Peter Nathan, Director of Education at Enfield Council. Over 50 local authority leaders and SEND professionals joined us for a conversation that was honest, urgent and, at times, refreshingly candid about how hard this all is. Local areas are facing significant pressure around data, demand, provision, finance and parent confidence. The session focused on what strong local SEND reform planning looks like in practice: how to use data well, build useful forecasts, connect plans to provision and…

Webinar: How to Make SEND Reform Plans that Support Real Decisions

Local authorities across the country are developing Local SEND Reform Plans ahead of the June deadline. This is a major task, particularly given it comes alongside managing rising levels of SEND need, financial pressure, workforce constraints, and evolving national policy. For many areas, the challenge is no longer whether there is enough data available. It is how to use that information to make decisions that improve outcomes for children and young people, while remaining practical and deliverable across local systems.  Many local authority leaders are now asking the same question: how do we create a Local SEND Reform Plan that remains useful once reforms move…

How to Build a Local SEND Reform Plan That Delivers

With local SEND reform plans due by 19 June, many councils are working to translate the national policy into something deliverable, financially sustainable, and grounded in local reality. The challenge is not just meeting the deadline. It’s producing a plan that can genuinely inform decisions about provision, spending, and outcomes - not one that’s credible on paper but difficult to act on. At Mime, we’ve supported over 50 local authorities with SEND analysis and forecasting. The most effective analysis and forecasting for planning is not always the most complex. It is analysis built on clear, adaptable modelling with a direct link…

The Government’s SEND Reforms: What They Are and What You Need to Know Now

On 23 February 2026, the Department for Education published its long-awaited SEND reform package. This is the most significant overhaul of special educational needs and disabilities provision in England since the Children and Families Act 2014. At Mime, we work closely on SEND with local authorities, schools and charities, so we've been following this closely. This post sets out the government's plans, what's changing, and what it means in practice. The headline ambition is a shift away from what the government sees as a reactive, diagnosis-led, adversarial and fragmented system, towards one that is preventative, inclusive, and focused on earlier…

Mime announce partnership with 31ten to support with 2026 SEND reforms

Following yesterday's SEND White Paper publication, Mime is delighted to announce a new partnership with 31ten, bringing together our combined expertise to support local authorities, Multi-Academy Trusts (MATs), and schools as they prepare for and then implement the SEND reforms. The upcoming reforms represent a major opportunity to strengthen local SEND systems, improve outcomes for children and young people, and ensure support is delivered early, fairly, and effectively. However, they also bring significant challenges around planning, data, governance, commissioning, and delivery. Through this partnership, Mime and 31ten offer a joined-up, end-to-end support package to help organisations confidently navigate this period…
