Many of the local authority clients using our SEND analysis services are involved in the DfE Safety Valve and Delivering Better Value initiatives. The analysis we produce supports local authorities with forecasts required for their returns, as well as the tools to identify opportunities for savings, for example through early intervention, better SEND transport planning or adjusting the mix of provision types.

London Borough of Merton – DfE SEND Safety Valve Intervention Programme Support – Case Study
Merton are SEND Dashboard subscribers and were interested in a thorough evaluation of their SEND service in preparation for their Safety Valve Intervention Programme. We carried out detailed analysis, using the Interactive SEND Dashboard, to give them an evidence base for their action plan. Our report provided them with an in-depth analysis of their cohort, identifying areas where Merton were outliers compared to similar local authorities.

Devon County Council – SEND Forecasting to Support Safety Valve Programme – Case Study
Devon commissioned Mime to produce a forecast of their EHCP cohort over time in order to inform their Safety Valve Programme planning. This included producing a tool that would allow them to understand an ‘unmitigated’ scenario, as well as a ‘planned’ scenario, which took into account the impact of the interventions they were developing.
The modelling tool we built allowed them to adjust underlying assumptions about EHCP assessment request and refusal rates, and easily copy the resulting projected numbers of EHCPs by age, provision type, and primary need into the DfE Safety Valve template.
